Kuwait Advances Rail Connectivity Under Ambitious Economic Reform Agenda

Kuwait is making steady progress toward establishing a strategic rail link between Kuwait City and Riyadh, signaling a major milestone in the country's long-term development vision. The announcement was made by Kuwaiti Prime Minister Sheikh Ahmed Abdullah Al-Ahmad Al-Sabah during the World Governments Summit held in Dubai, where he highlighted infrastructure as a core pillar of national reform.

According to the prime minister, the rail project is part of Kuwait's broader ambition to transform itself into a regional logistics hub. This vision is being supported by major investments in critical infrastructure, including the Mubarak Al-Kabeer Port, extensive airport upgrades, and modern land transport systems designed to enhance regional and global connectivity.

Sheikh Ahmed revealed that Kuwait has already signed contracts covering feasibility studies and design works for the railway project. He confirmed that tangible progress has been achieved on the proposed rail connection between Kuwait and Riyadh, reflecting strong political commitment and institutional readiness to move the project forward.

The planned railway will span approximately 650 kilometers and is expected to commence construction within the year. Once completed, it will likely become a vital segment of the wider Gulf Cooperation Council railway network, strengthening economic integration and facilitating the smooth movement of goods and people across the region.

Beyond infrastructure, Kuwait is also undertaking rapid fiscal and legislative reforms to modernize its economy. Central to this effort is the introduction of a Financing and Liquidity Law, designed to establish a clear framework for managing public debt, financial obligations, and long-term fiscal stability.

These reforms are already yielding positive results internationally. The prime minister noted that global confidence in Kuwait's economy has increased, culminating in S&P Global Ratings upgrading the country's sovereign credit rating from A+ to AA- in November 2025, with a stable outlook—underscoring the credibility of Kuwait's reform agenda.
