Saudi Arabia Opens New Investment Opportunities In Holy Cities

Saudi Arabia is gradually opening new investment opportunities in the holy cities of Makkah and Madinah. This development is attracting the attention of property developers and large investors from different parts of the world. Many experts believe these cities could become one of the Kingdom's biggest long-term real estate markets.

The Saudi government is carefully balancing economic growth with the religious importance of Makkah and Madinah. Authorities want to attract more local and international investment while ensuring that the spiritual value and sacred nature of the two holy cities remain protected.

These changes are part of Saudi Arabia's Vision 2030 plan, which aims to diversify the economy and reduce dependence on oil revenue. In 2025, the Capital Market Authority allowed foreign investors to invest in Saudi-listed companies that own real estate assets in Makkah and Madinah. Earlier, a new framework regulating foreign property ownership also came into effect.

According to Robert Coulson, Executive Adviser for Real Estate at Accenture, the decision comes at an important stage of Saudi Arabia's economic transformation. He explained that the new policies create opportunities for international investors to participate in the development of two of the most significant cities in the Islamic world.

Although direct ownership of property in Makkah and Madinah is still limited to Saudi companies and Muslim individuals, foreign investors can now gain exposure through approved investment channels. This approach is changing how global investors view the Saudi real estate market.

Saudi Arabia is also expanding its religious tourism sector to accommodate more visitors. Official statistics show that about 1.7 million Muslims performed Hajj this year. The Kingdom aims to welcome 30 million Umrah pilgrims annually by 2030. To support this growth, the hospitality sector is expanding rapidly, with thousands of new hotel rooms currently under construction or in advanced planning stages.
